There's no such homegrown rule. The rule is that you have to have a maximum of 25 squad players, of which a maximum of 17 can be non-homegrown leaving 8 spots which are filled with homegrown players. But a club can submit a list of 17 non-HG players and 5/6/7 or less HG players and that's fine and happens regularly. But of course a club is better off having the full complement of 25 than less but it's not mandatory.

I'm confused why you think city got the better end of the deal in signing cancelo for 60m. They've already got walker. When exactly do they expect to play cancelo? They've basically paid 60m for a backup right back. They provide their technical input regarding the squad to the sporting director and the club and it is they who then deal with the sale and purchase of players. That's why in Italy, coaches are called coaches and not managers. Sarri didn't sell cancelo and replace him with Danilo. That's a decision for the club and more specifically, Fabio Paratici. The coach's responsibility is to mould the squad with what he's provided. His job is on the training pitch. Stop with your utter nonsense.
Hummels is still a top class defender and most importantly is a leader. A young BvB team needs leadership and experience which was one the main reasons we lost out on the league last season. Hopefully Favre's decisions work out
