    39:25 Maguire was wrong because it did fall under the DNI"S Authority. If he reads the letter the IG wrote simply. The DNI is already acting under Executive Order by Law default and the DNI is Principle Adviser to the President. No Disclosure needed since the President was the Violator of Law. Another fact is the President sign the Executive Order that he is now under Impeachment Inquiry for. Foreign Influence in the United States.. Brilliant just Brilliant! Congress would never have needed a Subpoena and Maguires Job is to provide Intelligence..

    20:33 OLC was wrong saying it wasn't required to send forward. Unfortunately Maguire didn't realize or lack of understanding being new to the job all he needed was the Whistle Blower Complaint and the Inspector Generals letter to move forward. The President, the AG or OLC didnt need to be involved there is no such thing Executive Priviledge. The President can use executive priviledge. He was suppose hand it over to congress within the 7 day time frame. In other words he was given the letter because there is no choice or decision to make to hand it over. By Law it was given to the right guy on Purpose Maguire just didn't understand.
